    A Theory of Leadership and Its Applications

    No system of laws and political institutions is without gaps, and leaders are required—often in the face of uncertainty and under a heavy burden of risk—to fill them. This project adopts a view of individual leadership that finds its roots in the ancient world with Plato, but which speaks to modern problems like the role of appointed administrative officials in a complex democracy and the problems of autonomous weapons. It is composed of a series of papers exploring this gap-filling leadership activity in a modern democratic state from both normative and descriptive perspectives. The first paper, “Making Ourselves Accountable: An Ethics for the Administrative State” addresses the discretionary decision making by un-elected officials through which many of our society’s important leadership decisions are made. It argues for the necessity of these leaders and recommends criteria to guide their decision making in conformity with contemporary democratic ideals. The second paper, “Seeking Standards for Leadership Reasoning in the Executive Branch by Analogy to Representation and Judicial Reasoning,” looks deeper into the work of such leaders to better understand the place of their role in shaping the law alongside legislative representation and judicial discretion. The third paper, “A Different Kind of Responsibility Gap: Trust and the Burden of Risk as a Limit on Military Automation” considers the problem of autonomous weapons in the context of this theory of the individual leader as a necessary component within the legal and institutional system. Inspired by ancient notions of the activity of governing as an activity fundamentally about leaders before it is about laws, it argues that even fallible human leaders who fall short of the ideal remain necessary no matter how sophisticated or accurate an automated system we may devise.

    A BLACK NATIONALIST WORLD: THE RHETORIC OF LEADERS OF THE UNIVERSAL NEGRO IMPROVEMENT ASSOCIATION FROM 1914 TO 1925

    Black people continue to struggle for freedom. This project examines the way that leaders of the Universal Negro Improvement Association (UNIA) fought for the freedom of Black people from 1914 to 1925. UNIA leaders rhetorically fought for Black people’s freedom by building on their belief in Black self-determination to practice world-making and envision a public. Turning back to UNIA leaders’ espousal of evaluations of the present and expectations for the future illustrates how UNIA leaders developed a view of a public capable of including all Black people and left behind a roadmap for how to make a more equitable world now. Chapter One investigates Marcus Garvey’s “Address to the 2nd Universal Negro Improvement Association Convention.” Garvey’s evaluations and expectations, his world-making, and his freedom dream, provided the foundation for UNIA leaders’ view of their public as one that included all Black people. Chapter Two examines the rhetoric of UNIA leaders Henrietta Vinton Davis, William Ferris, and Marcus Garvey during the “Africa for the Africans” campaign. The second chapter reveals how leaders’ world-making rhetoric provided them with the opportunity to envision a parallel public—a public inclusive of all Black people and insulated from the negative views of the “dominant” public. The third chapter examines how leaders articulated evaluations of the past and present and expectations for the future to develop a view of their public as one still capable of supporting Black self-determination despite the imprisoning of Marcus Garvey. UNIA leaders like Henrietta Vinton Davis, William Ferris, Amy Jacques Garvey, William Sherrill, T. Thomas Fortune, and Marcus Garvey exemplified a rhetoric of champions as they predicted the future success of their public. The fourth chapter investigates how the most indispensable women leaders of the UNIA reflected on the UNIA’s successes from 1914 to 1925 after the UNIA had passed its prime. Chapter Four turns to Amy Ashwood Garvey’s and Amy Jacques Garvey’s reminisces of Marcus Garvey in their interviews for “The Ghost of Garvey” conducted by Lerone Bennett Jr. In their interviews, Ashwood Garvey and Jacques Garvey produced a rhetoric of falling forward by evaluating the UNIA’s past and expecting that the efforts of the UNIA leaders would have purchase for Black people fighting for freedom in the future. Ashwood Garvey’s and Jacques Garvey’s rhetoric pushed a view of leaders’ public as strong and supportive of Black self-determination into perpetuity. This project concludes by reflecting on what UNIA leaders’ world-making and envisioning of a public illuminate about Black Nationalism in the 1960s and world-making now. Leaders did not get to see their Black Nationalist world come to fruition, but UNIA leaders did bring millions of Black people together around the idea that if they believed in self-determination, the future was theirs for the making. Turning back to UNIA leaders’ rhetoric from 1914 to 1925 evinces how by believing in Black self-determination and articulating their own evaluations of the present and expectations for the future, UNIA leaders charted a path to a different world.

    Deliberation and Legitimacy in Economic Development Policy

    Most policy decisions are channeled through deliberative forums, such as a city council or state legislature. Economic development is a frequent concern in those deliberative forums, as economic development policy can greatly affect the life and livelihood of constituents. Yet the process of economic development policy can be enigmatic, intimidating, and/or inequitable. Accordingly, this dissertation analyzes economic development in localized policy processes and decisions. The driving goal is to better understand and ameliorate policy problems, especially problems of democratic deliberation and legitimacy. Thus, this dissertation joins other works that aim to “illustrate how rhetoric engages advocates and audiences alike to frame public problems and identify policy solutions.” This dissertation uses case studies as the basis for qualitative analysis. The case studies are distinct episodes of economic development decisions and campaigns. Rhetorical analysis is the main method of analysis. But this dissertation also honors the goals of a “problem structuring” study, where policy problems are interpreted, organized, and more clearly defined. Furthermore, each case is structured as an ecological study. This intensive observation of past situations and decisions allows a more concentrated focus on policy problems. Chapter one introduces the frame of work, methods, and goals. Chapter two is an intensive look at the economic development policy of Harrisburg, PA from 1999-2003. This centers around an aging trash incinerator and encompasses issues such as environmentalism and social justice. Chapter three observes university-centered economic development. A series of case studies shows how universities employ similar rhetorical appeals to secure funding and investment. Chapter four addresses democratic legitimacy. After defining the term, the case studies of previous chapters are re-analyzed to uncover problems of democratic legitimacy. In using this localized focus and distinct methodology, this dissertation endeavors to ameliorate policy problems in the analyzed cases. Yet these problems are often analogous to policy processes in many other contexts. Therefore, this dissertation is applicable to many policy situations across the country.

    NELSON MANDELA’S 1990 VISIT TO THE UNITED STATES OF AMERICA: RHETORIC(S) OF THE ANTI-APARTHEID MOVEMENT

    Nelson Mandela’s 1990 visit to the United States of America was a victory tour for Mandela and the anti-apartheid movement in America given the significant role that everyday Americans played to secure his release from prison. In this dissertation, I ask how Mandela’s 1990 visit underscored the historic, visual, and ideographic rhetoric of the anti-apartheid social movement in America. To find answers, I examine Mandela’s rhetoric as expressed in the black power salute, his address to Congress, and solidarity with regional anti-apartheid groups. The anti-apartheid movement in America mirrored the civil rights movement with its myriad protest strategies. Under the umbrella of the Free South Africa Movement (FSAM), boycotts, sanctions, and divestment strategies were implemented at the national and state level to end apartheid. FSAM members hosted Mandela’s 1990 visit during which he used the tools of rhetoric to reach directly to the American people to seek solidarity and support for continued sanctions against the South African apartheid regime. Mandela’s display of the visual gesture of the black power salute contributed to a cultural change in the denotative meaning of the gesture. Once the symbol of radical nationalist black politics, the black power salute became a symbol of black pan-African unity and solidarity.

    SPINNING NARRATIVES ACROSS POLITICAL DIVIDES: HARNESSING THE CULTURAL POWER OF A STORY WELL-TOLD

    This dissertation explores how two American storytellers, considered by many in their to be exemplary in their craft, rely on narrative strategies to communicate to their audiences on divisive political topics in a way that both invokes feelings of pleasure and connection and transcends party identification and ideological divides. Anna Quindlen, through her political columns and op-eds, and Aaron Sorkin, through his television show The West Wing, have won over a politically diverse fan base in spite of the fact that their writing espouses liberal political viewpoints. By telling stories that entertain, first and foremost, Quindlen and Sorkin are able to have a material impact on their audiences on both dry and controversial topics, accomplishing that which 19th Century writer and activist Harriet Farley made her practice: writing in such a way to gain the access necessary to “do good by stealth.” This dissertation will argue that it is their skilled use of storytelling elements, which capitalize on the cultural relationship humans have with storytelling, that enables Quindlen and Sorkin to achieve this. The dissertation asks: How do stories shape the beliefs, perspectives, and cognitive functions of humans? How do stories construct culture and interact with cultural values? What is the media’s role in shaping society? What gives stories their power to unite as a medium? What is the significance of the experience of reading or hearing a well-told story, of how it feels? What are the effects of Quindlen’s and Sorkin’s writing on audience members and the political world at large? What is lost when a simplistic narrative structure is followed? Who is left out and what is overlooked? The literature that informs the answers to these questions will cross over and through several academic disciplines: American Studies, British Cultural Studies, Communication, Folklore, Journalism, Literature, Media Studies, Popular Culture, and Social Psychology. The chapters will also explore scholarship on the subjects of narratology and schema theory.
