Item Beyond Consultation: Rethinking the Indigenous Right to Free, Prior and Informed Consent in Costa Rica(2024) Breitfeller, Jessica Ashley; Chernela, Janet M.; Anthropology; Digital Repository at the University of Maryland; University of Maryland (College Park, Md.)Free, Prior and Informed Consent (FPIC) is an international legal norm meant to ensure Indigenous Peoples’ right to be consulted about projects that affect their lands. Over the past decade, the small Central American country of Costa Rica has strived to develop and implement a series of new, ‘culturally appropriate’ consultation protocols to better uphold the right to FPIC. This dissertation investigates the concept of FPIC as it applies to the Indigenous Bribri in the context of Costa Rica's burgeoning national forestry and climate change strategy known as the Reducing Emissions from Deforestation and Forest Degradation (REDD+) program. Drawing on extended, multi-sited ethnographic fieldwork, including semi-structured interviews, participant observation, and document analysis, this dissertation addresses the issues of Indigenous agency and autonomy by considering the ways in which the country’s REDD+ consultations and emerging FPIC processes serve to both strengthen and weaken communities’ rights to participation and self-determination. Weaving together a conceptual framework from political ecology, critical development theory, and political and legal anthropology, this study reveals that the country’s current FPIC protocols perpetuate historical state-Indigenous relations while simultaneously creating new opportunities for negotiation, compromise, and resistance. I demonstrate that FPIC consultations are all at once sites of ontological conflict, a legal instrument for the ontological defense of territoriality, and participatory spaces of (re)negotiation and resistance wherein ontological differences are arbitrated in an effort to shape policy and transform age-old power relations. Ultimately, this research deepens our understanding of how Western mechanisms designed to protect human rights and natural resources intersect with Indigenous ways of knowing and being to inform broader debates on Indigenous self-determination and climate justice. In doing so, it asks us to consider how we—as scholars, advocates, and practitioners—may go about collaboratively reimagining and rethinking FPIC in the future.Item MESOSCALE EDDIES INFLUENCE ZOOPLANKTON DISTRIBUTION AND GRAZING IN THE GULF OF MEXICO(2024) Atkinson, William August; Coles, Victoria J.; Marine-Estuarine-Environmental Sciences; Digital Repository at the University of Maryland; University of Maryland (College Park, Md.)Carbon biomass and net primary productivity, for two size classes of phytoplankton in the Gulf of Mexico (GoM), are calculated from ocean color remote sensing data. Combining these estimates with mechanistic ecosystem model equations allows for analysis of how changes in phytoplankton biomass and community structure propagate through the food web to zooplankton. Biomass and grazing rates are calculated for three size classes of zooplankton (small, large, and predatory) by solving equations from the NEMURO model describing the growth of small and large phytoplankton and zooplankton using the remote sensing net primary productivity, biomass, temperature, and mixed layer depth. The ecosystem model and approach are validated for the GoM and used to assess error propagation. An eddy detection algorithm, tuned for the GoM, is used to calculate the phytoplankton and zooplankton biomass within eddy centers, around eddy edges, and in the immediate surroundings of the eddy to determine the impact of cyclonic and anticyclonic eddies and submesoscale edge effects on patterns of trophic transfer variability. Cyclonic eddy centers increase biomass and anticyclonic eddy centers decrease biomass in the oligotrophic GoM. Eddy edges contribute to variability in biomass but to a lesser extent than eddy centers. Zooplankton grazing varies in a similar pattern as biomass, and in this oligotrophic region, most grazing is on the largest size class of prey available. Nutrient injection stimulated by eddy dynamics more strongly projects onto biomass in zooplankton trophic levels and their associated grazing which suggests many eddies in the oligotrophic GoM experience top-down control. An understanding of mesoscale eddy impacts on zooplankton dynamics may explain variations in larval fish growth. Advances in remote sensing that allow the discrimination of phytoplankton functional types, such as the new PACE satellite, will be useful for providing a more complete base of the food web and thus enhance estimation of zooplankton biomass.Item Hollow Ground: Industry, Extraction, and Ecology in the Floodplains of Early Maryland(2024) Hess, Sophie; Bell, Richard; History; Digital Repository at the University of Maryland; University of Maryland (College Park, Md.)Hollow Ground: Industry, Extraction, and Ecology in the Floodplains of Early Maryland,” investigates histories of natural resource commodification, environment, and culture in the Patapsco River Valley, or “The Hollow” as it was called by its first European settlers. Beginning in the seventeenth century, English colonists seized the powerful currents of the Patapsco and the forests surrounding it, the ancestral floodplains of Piscataway and Susquehannock peoples, to build large-scale agricultural projects and industrial factories. These operations altered the environment, and as the valley grew into a center of extractive production, its communities experienced more frequent and severe floods which have continued into the present. This dissertation examines these entwined consequences of environmental capitalism and settler colonialism through a site-specific, multi-century lens, studying how humans, plants, and animals within various spaces of production—iron furnaces, wheat fields, grist and cotton mills, schools, prisons, local governments, and family units —experienced industrialization. It traces trace labor ecologies within communities of enslaved, convict, and low-wage workers, and the ways that soil exhaustion, flooding, and other environmental forces both threatened these enclaves and created opportunities for freedom. This work uses a microhistorical methodology to intervene in histories of energy transition, labor, and the Anthropocene. “Hollow Ground” argues that early American industrialism can help us to better understand how local desires for capital growth have accumulated into global processes of toxic emissions, and how the frontline issues faced by post-industrial communities today relate not only to global production but to local histories of extraction and the culture that perpetuates it. These same communities also hold critical histories of commoning, stewardship, labor resistance, and environmentalism that can help create a blueprint for survival in the face of the climate crisis.Item Persisting Social Vulnerability, Stormwater Infrastructure, and Planning for Flooding and Resilience in Washington D.C.(2024) Park, Minkyu; Hendricks, Marccus D; Urban Studies and Planning; Digital Repository at the University of Maryland; University of Maryland (College Park, Md.)While Green Infrastructure (GI) has gained prominence in addressing climate change, particularly in flood prevention and other associated benefits. Limited empirical studies have explored its spatial distribution and temporal changes in relation to the whole stormwater infrastructure. This dissertation investigates the intersection of stormwater infrastructure, social vulnerability, and urban flood management strategies in Washington, D.C. The dissertation is composed of three studies. The first study employs geospatial exploration to assess the equitable allocation of stormwater infrastructure, considering historical discriminatory sewage services. Regression models reveal significant disparities in stormwater infrastructure distribution among communities with varying levels of social vulnerability, highlighting the inequitable distribution within urban areas. The study contributes valuable insights for stormwater management planning in the context of climate-related challenges.The second quantitative study focuses on the spatial and temporal evolution of GI distribution in Washington, D.C., utilizing spatial panel data analysis. Unlike previous cross-sectional snapshots, this study captures temporal trends in GI distribution in relation to social vulnerability. The findings, with potential implications for evidence-based policies, shed light on the evolving patterns of discriminatory distribution of GI and its relation to persistent social vulnerability. The third study employs an Environmental Justice (EJ) framework to critically analyze the urban flood management initiatives in Washington, D.C., specifically examining the Flood Task Force (FTF) action plan. The study uncovers limitations and potential exacerbations of place vulnerabilities within current plans through qualitative coding. This research contributes to the ongoing discourse on achieving more equitable and resilient urban flood management in the city, emphasizing the need for environmental justice considerations. The thorough examination of stormwater infrastructure, social vulnerability, and the initiatives of the DC Flood Task Force uncovers a tripartite phenomenon: 1) uneven distribution of stormwater infrastructure is influenced by social vulnerability, 2) temporally widening the gap in infrastructure among communities, and 3) overlooking social vulnerability and the unfair allocation of stormwater infrastructure in planning or policies could intensify place vulnerability.Item Queer Ecology of Monstrosity: Troubling the Human/Nature Binary(2023) Thomas, Alex Jazz; Steele, Catherine K; Communication; Digital Repository at the University of Maryland; University of Maryland (College Park, Md.)As a form of visual communication, monsters in popular culture represent and reinforce the changing thoughts and emotions cultures have toward the human/nature binary. This binary, historically supporting discrimination based on race, gender and sexuality, and the environment’s abuse, is often supported through monstrous representations of the Other, but this is a limited view of a monster’s potential. I argue that contemporary hybrid monsters that blend humans and nature together in one queer, boundary-defying body represent U.S. society’s changing relationship with nature while giving the audience a new form of connecting or identifying with the environment and Othered body that critiques the popular ideology of both being something to fear or use. In this study, I advance a monstrous splice of queer theory and ecocriticism that probes the plasticity and queerness of humans and the environment allowing for new narratives, forms of life, and discourses about naturalization and the environment. Through queer ecological theory and methodology, I examine visual and contextual media to study the monster’s potential to embody nature, people, and their conjoined discrimination. The plasmaticness and subversive culture of animation and comics let the monstrous thrive in their display of the plasticity of humans and the environment. I structure my analysis into three case studies focusing on the potential of monsters to critique evolutionary ideology, human exceptionalism, and ecological interaction in light of queer theory’s critique of what is ‘natural.’ Radford Sechrist’s television series Kipo and the Age of the Wonderbeasts and K.I. Zachopoulos and Vincenzo Balzano’s graphic novel Run Wild oppose human exceptionalism by visually plasticizing humanity and giving animals culture and agency in a way that rejects anthropocentric thinking. The monsters of Tomm Moore and Ross Stewart’s independent film, Wolfwalkers and Morvan and Nesmo’s ecological detective novel Bramble critique the cultural separation of urban and green spaces that has excused racial and sexual violence by displaying humanity’s innate connection to nature. Finally, Marguerite Bennett’s erotic graphic novel Insexts and select episodes from Tim Miller’s Love, Death, & Robots challenge evolutionary ideology. In this last case, characters retain their femininity and humanity in their monstrous transformations, rejecting evolutionary and societal inferiority and ultimately showing they can still retain parts of themselves and be powerful and deadly. Taken together, these texts span genres, writing/drawing styles, intended age groups, and environmental messages. They provide a wide range of monster representations and give audiences new ways to view and understand the issues surrounding what we see as ‘human’ or ‘natural’, balancing empowerment, subversivism, and condemnation.Item From Censors to Shouts: Ecologies of Abortion in American Fiction(2023) Schollaert, Jeannette; Walter, Christina; Smith, Martha Nell; English Language and Literature; Digital Repository at the University of Maryland; University of Maryland (College Park, Md.)“From Censors to Shouts: Ecologies of Abortion in American Fiction” registers the urgent need to revisit the literary methods of abortion storytelling in multiethnic American women’s fiction with a close attention to one of its most significant tropes: the herbal abortifacients that signify as both code and medicine, recalling the Victorian “language of flowers” as well as essentialist metaphorical connections between femininity, reproduction, and the natural world. This project traces the literary history of herbal abortifacients from abortion’s censorship and criminalization in the nineteenth century to present-day movements to reclaim or “shout” one’s abortion. The fictional mentions of plants known to be abortifacients demonstrate how literature can communicate reproductive and plant knowledge. “From Censors to Shouts” also offers a window into how the practice of domestic herbalism (a gendered and often racialized practice) evolves over the course of the nineteenth, twentieth, and twenty-first centuries by pairing a cultural historical analysis of the herbs themselves alongside considerations of how authors’ fictional deployments of these herbs work towards visions of reproductive and environmental justice. “From Censors to Shouts” considers fiction from multiethnic American women writers including Sarah Orne Jewett, Edith Summers Kelley, Josephine Herbst, Marge Piercy, Octavia Butler, Ntozake Shange, Jamaica Kincaid, Toni Morrison, Ana Castillo, and Kali Fajardo-Anstine. The fictional depiction of herbal abortifacients reveals our continued attention to plant knowledge and self-managed herbal abortion. Understanding how these plant names and knowledges have remained crucial rhetorical, cultural, and visual signifiers of abortion access is vital to understanding the reclamation of these knowledges as we re-commit to the fight for abortion rights and reproductive justice amidst a new legal landscape.Item RETHINKING DEVELOPMENT IN EAST NEW ORLEANS(2023) Register, Austin Van; Bennett, Ralph; Architecture; Digital Repository at the University of Maryland; University of Maryland (College Park, Md.)With the present issue of climate change, dangerous flooding events will become an issue that many communities must grapple with. New Orleans is one such city with a long history of inundation. After Katrina, neighborhoods were devastated by a failure of the levee system. This caused many residents to reflect on the viability of a city in constant danger of flooding. Investigating how communities in the past handled flooding events will help inform a path forward. The Louisiana region has a rich history of building vernaculars and settlement patterns. Comparing the strategies used by deltaic communities that share similar issues to New Orleans can inform a settlement pattern that addresses the unique challenges that the city faces. This thesis aims to create a neighborhood plan that addresses the unique climatic factors of East New Orleans, while creating a more cohesive community within the disjointed settlements.Item Characterizing nutrient budgets on and beyond farms for sustainable nutrient management(2023) Zou, Tan; Zhang, Xin; Marine-Estuarine-Environmental Sciences; Digital Repository at the University of Maryland; University of Maryland (College Park, Md.)The production and security of food are heavily reliant on adequate nitrogen (N) and phosphorus (P) inputs in agriculture. However, ineffective management of N and P from the farm to the table can result in nutrient pollution, triggering both environmental and social issues. Moreover, another important challenge for P management is limited and unevenly distributed P resources, leading to P scarcity in many parts of the world. Inefficient use of nutrients in agriculture-food systems is the root cause of both nutrient pollution and scarcity. To improve nutrient use efficiency and reduce nutrient loss, it is crucial to address key knowledge gaps in nutrient management research, which include inadequate quantification of nutrient budgets, as well as identifying and addressing nutrient management challenges across various systems and spatial scales. This dissertation tackles the knowledge gaps in two studies, including a global-scale study and a case study of the Chesapeake Bay watershed. In the global-scale study, I establish and utilize a unique P budget database to assess historical P budget and usage patterns at the national and crop type level from 1961 to 2019. This analysis reveals the impacts of various agricultural and socioeconomic drivers on cropland P use efficiency (PUE), including N use efficiency (NUE), fertilizer-to-crop-price ratio, farm size, crop mix, and agricultural machinery. The findings indicate that P management challenges vary by country and spatial scale, necessitating tailored country-level strategies. The regional-scale study applies a framework adapted from N studies to the Chesapeake Bay watershed, analyzing nutrient (N and P) management across systems and spatial scales. This approach uncovers that nutrient loss potential beyond crop farms is larger than that at crop farms. This highlights the need to enhance nutrient management and curb nutrient loss in animal production, food processing and retail, and human consumption. This study also identifies a large potential for meeting cropland nutrient demand by increasing the recycling of nutrients in manure, food waste, and human waste. To tackle the challenges surrounding nutrient management in the watershed, it is imperative to target factors significantly related to nutrient management, such as agricultural practices, soil properties, climate change, and socioeconomic conditions. This dissertation contributes to a deeper understanding of N and P management challenges, gaps, priorities, hidden drivers, and potential solutions at various scales, from regional to national and global levels. The analytical procedures and statistical tools developed in this dissertation are generalizable, allowing for their adaptation to similar nutrient management studies in different regions and for diverse research purposes.Item INTEGRATING BIOTELEMETRY AND HYDROACOUSTIC DATA TO ESTIMATE THE ABUNDANCE OF THE FALL SPAWNING RUN OF ATLANTIC STURGEON IN THE MARSHYHOPE CREEK-NANTICOKE RIVER SYSTEM(2022) Coleman, Nicholas; Secor, Dr. David H; Marine-Estuarine-Environmental Sciences; Digital Repository at the University of Maryland; University of Maryland (College Park, Md.)Once thought to be extirpated, fall spawning runs of Atlantic sturgeon (Acipenser oxyrinchus) have been rediscovered in the Nanticoke River-Marshyhope Creek system in Maryland and are currently listed as an endangered species within the Chesapeake Distinct Population Segment. Previously tagged adults predominate survey captures, suggesting a very small population size. A key challenge is to estimate abundance for such a small population distributed between presumed spawning reaches of the connected Nanticoke River and Marshyhope Creek. This study leverages data collected from a dense telemetry receiver array and multiple side-scan sonar surveys conducted from August to October to estimate reach specific and superpopulation abundances in 2020 and 2021. I modified an approach that integrates mobile hydroacoustic data with biotelemetry, here applying for stationary telemetry receiver data. In 2020 and 2021, I estimated that 36 (95% confidence interval: 25-55) and 74 (95% confidence interval: 52-109) sturgeon used the Nanticoke River-Marshyhope Creek system, respectively. The higher estimate in 2021 coincided with higher sonar count data and low and stable river flows and temperature. Still, this large difference has no clear cause. Overall, run estimates support previous hypotheses that the Nanticoke system supports a very small population and that both the Marshyhope Creek and upper Nanticoke River serve as important areas for spawning activity. Going forward, enhanced sampling of the Upper Nanticoke River and targeted analysis assessing the relationship between phenology and environmental conditions would further develop our understanding of interannual changes in spawning run abundance.Item Effectively evaluating environmental, social, and economic outcomes in voluntary sustainability programs: Lessons from Laos(2022) Traldi, Rebecca; Silva, Julie A; Geography; Digital Repository at the University of Maryland; University of Maryland (College Park, Md.)Voluntary sustainability programs (VSPs) are a subset of environmental interventions which rely on participants’ willingness to engage, rather than mandatory regulation. VSPs have been a central component of sustainable development and environmental mitigation strategies for decades, with significant investments from nongovernmental organizations (NGOs), multilaterals, and the private sector. VSPs typically aim to positively influence environmental, economic, and social outcomes, although program-specific priorities often result in an uneven focus across these three domains (also known as the three pillars of sustainability). Despite their popularity, questions regarding the value of VSPs remain unanswered. Assessments of VSPs typically do not eliminate rival explanations for program outcomes when evaluating their successes and failures, thus limiting our understanding of their effectiveness.This dissertation addresses this gap by investigating socioeconomic and environmental outcomes for agriculture and forestry VSPs. Mixed methods including systematic review, inverse probability-of-treatment weighted regression (IPWR), and inequality and polarization decomposition provide insights both at a global level, and for two national case studies in Lao People’s Democratic Republic (hereafter Laos). A wide range of datasets inform the analysis, including nationally representative poverty and expenditure surveys and land-use land cover estimates derived from remotely sensed imagery. By exploring a variety of VSPs – including agricultural and forestry voluntary sustainability standards and sustainable development projects – the study acknowledges the context-specific nature of VSP impact, while also drawing generalizable insights relevant for different types of interventions. The research findings presented in this dissertation elucidate the degree to which VSPs deliver on stated goals and objectives. First, a systematic literature review reveals that the evidence base for VSP impact remains limited, with some geographies, sustainability outcomes, and project types receiving more inquiry and evaluation than others. Second, an IPWR analysis suggests that agriculture and forestry VSPs have achieved some success in generating positive outcomes – specifically, for poverty and forest cover. However, variations in project focus and design bring different results. For example, food security and livelihoods programs which prioritize local socioeconomic well-being can generate significant co-benefits for environmental outcomes, and resource management projects can positively impact forest cover. Conversely, the forest management projects considered here do not achieve significant benefits for poverty or forest cover – presumably due to challenges like land tenure insecurity, insufficient participant incentives, and persistent drivers of deforestation (illegal logging, large-scale concessions). Finally, an assessment of economic inequality and polarization associated with the Laos rubber boom demonstrates the importance of assessing how VSPs influence economic inequality. It also indicates that VSPs must address inequality’s systemic drivers – including dispossession from land and forest resources, lacking worker protections, livelihood vulnerability, and barriers for smallholders – to maximize potential benefits. Overall, this dissertation research provides an example of how evidence synthesis, quasi-experimental methods, and consideration of economic, social, and environmental sustainability can deepen our understanding of VSPs.
