Analysis of Potential for County/City Shared Service Delivery: Mass Transit

Abstract

The public transit systems in Annapolis and Anne Arundel County can operate more efficiently and effectively as a combined entity. With fewer routes, increased route coverage, and a smaller payroll, the efficiency of the new organization will be greater than that of each of the current organizations independently.
