    LEVERAGING FINE-SCALE GEOSPATIAL DATA TO ADVANCE BIODIVERSITY SENSITIVE URBAN PLANNING, WILDLIFE MANAGEMENT, AND GREEN CORRIDOR DESIGN: APPLICATION TO THE DISTRICT OF COLUMBIA

    Typically, urban wildlife communities are made up of generalist species that are adept at utilizing human resources. However, many wildlife species struggle in the face of extensive urbanization and would benefit from increased conservation of urban green space, increased urban landscape connectivity, and proactive wildlife population management strategies. Unfortunately, maintaining and/or increasing the availability of quality habitat for biodiversity conservation in urban areas can be challenging as these conservation efforts are often influenced by the decreasing availability of critical resources and the challenges in allocating those resources among competing socioeconomic and environmental needs. Therefore, to improve the management and conservation of urban wildlife, accurate measurements of potential trade-offs between the environmental, economic, and social goals and management actions of a city’s sustainable development plan are needed. Until now, much of the effort in wildlife habitat modeling and biodiversity mapping has been across large geographic areas or broad spatial scales. Those efforts have provided valuable insights into overall biodiversity patterns, identifying key hotspots, and understanding large-scale ecological processes. However, in urban environments, the dynamics of wildlife, habitat availability, and ecosystem services operate differently than in natural or rural landscapes. As urbanization continues to expand, there is a growing need to focus on fine-scale factors to address specific conservation challenges in urban systems. This research seeks to address some of these challenges and demonstrates how new and traditional species-relevant geospatial datasets can be leveraged in urban planning and design to drive local-scale conservation decisions that put biodiversity in the forefront. This work links long-term, multi-taxon, wildlife survey data and high-resolution land use and land cover datasets (1m) to determine where high-quality, well-connected habitats exist, or could most easily be justified and acquired, within the District of Columbia. This work also evaluates the spatial patterns of ecosystem service provisions across the urban landscape to identify “win-win” areas for conservation or restoration that will benefit both biodiversity and human wellbeing. Finally, the work evaluates a local translocation effort of the vulnerable eastern box turtle (Terrapene carolina carolina) to inform mitigation strategies when a sudden loss of habitat in an urban environment is inevitable. This research is particularly relevant to wildlife managers and urban planners in highly urbanized areas, where large parcels of land with suitable habitat are minimal and municipal environmental departments are often under-resourced. Local policymakers interested in incentivizing conservation efforts to meet state or national goals can use this information for strategic urban conservation initiatives.

    Applying Green Complete Streets on Georgia Avenue NW: Redesigning an Urban Right-of-Way for Sustainable Mobility and Urban Water Quality

    The public right-of-way (ROW) makes up nearly one-third of all the public space in cities. With the majority global population expected to reside in cities by 2050, climate change posing a significant threat to urban residents and infrastructure, impervious urban surface impacts on water quality, and knowing traffic fatalities in the US reached a 16-year high, cities must reconsider how this public good can serve people and the environment over to car-centric mobility. Using a segment of Georgia Avenue NW in Washington, DC, this thesis removes automobiles from the ROW to demonstrate how Green Complete Streets, which prioritizes sustainable transportation and urban water quality, can support urban livability on a corridor scale.

    Gateway to the City: Reconnecting Center City Philadelphia to the Delaware River Waterfront

    This thesis proposes to examine the relationship between the dense city core of Philadelphia and the Delaware River waterfront. The thesis will consider the possibility of reestablishing connectivity between the city and waterfront that existed prior to the construction of I-95. The site in Center City Philadelphia is located along I-95 and bounded by Market Street, the Delaware River, and Walnut Street. The space over I-95 will be considered as potential buildable area and underdeveloped areas along the Delaware River waterfront will be investigated to promote greater utilization and active daily use. The thesis will study how appropriate programming of underutilized city land can activate the river's edge and establish links between neighborhoods immediately adjacent to the site. The thesis will also examine how park systems might provide an extension of comfortable open space prevalent throughout the eastern areas of Center City.

    Do Smart Growth Instruments in Maryland Make a Difference?

    In 1997, Maryland passed a package of legislation collectively referred to as "smart growth." This innovative "inside/outside" approach to managing growth relies on targeting state resources to encourage growth and investment in existing urbanized areas and areas planned for development (Priority Funding Areas) while discouraging growth and encouraging the preservation of rural areas (Rural Legacy Areas.) Maryland's approach to managing growth relies on the targeting of resources into these spatially designated areas through state programs. Additionally, the state also created or re-designed several revitalization programs to spatially target resources to encourage revitalization and redevelopment. In three related essays, my dissertation examines the efficacy of three smart growth instruments in Maryland: Priority Funding Areas, Rural Legacy Areas, and Community Legacy Areas. In studying the implementation and outcomes of smart growth instruments, I consider the impact of these policies on development, preservation, and redevelopment patterns. I explore whether targeting resources through the Priority Funding Areas program has been effective in directing development into Priority Funding Areas. I examine whether directing conservation funds into Rural Legacy Areas has restricted development in Rural Legacy Areas. Finally, I examine whether Community Legacy Areas have been effective at encouraging renovation in targeted areas. Overall, I found that the performance of these instruments has been mixed. Because implementation was inconsistent and because the instruments were not well integrated with local planning statutes, smart growth in Maryland has fallen short of expectations. In most cases and with some exceptions, the impact of smart growth instruments on development, preservation, and redevelopment patterns has been slight. To improve performance in these policy areas, the state should consider better integration with local planning statutes and state budgeting processes. For states considering a spatially targeted incentive approach, I suggest that it is important to analyze the impact of state spending on development decisions and carefully consider how spatial targeting will be nested in existing state and local processes. But in the face of high development pressure and lacking strong local planning, it is unlikely that the state budget alone will be enough to impact development, redevelopment, and preservation decisions.
