    Power Sharing or Power Hoarding? Conflict and Democratic Breakdown in Nigeria and Lebanon

    Power-sharing institutions--organized around the principle of group representation--have re-emerged in recent decades throughout the world. From Iraq to Afghanistan, "power-sharing" has again become a preeminent solution to ethnic and/or electoral conflict. This approach--including the variant of "consociationalism"--has long been critiqued for either strengthening inter-elite ties at the expense of mass-level linkages or working only in societies already committed to inter-group cooperation or conciliation. What these critiques miss--and dangerously so for the countries now undergoing the power-sharing treatment--is that the organization of politics around group representation is inherently unstable. This dissertation traces the impact of institutionalized group representation in two very different staples of the power-sharing literature: Nigeria and Lebanon. Although these mixed Muslim-Christian countries differ in nearly every respect considered relevant in the institutional design literature (electoral system, de/centralized government, party law regulation, size, colonial power, and region) they experience strikingly similar cycles of conflict and democratic breakdown. The dissertation argues that, rather than being a conflict resolution technique of relatively recent provenance, power-sharing is rooted in the exigencies of imperial rule. In doing so, it examines the emergence of ethnic federalism and confessionalism in colonialism in Nigeria and Lebanon. The dissertation then models how institutionalized group representation leads to conflict and democratic breakdown. Drawing on sociology, the dissertation draws on Charles Tilly's model of "Democracy." He argues that democracy operates in a self-reinforcing virtuous circle through three interlocking mechanisms: integration of trust networks, reduction in categorical inequalities and removal or autonomous bases of power. This dissertation argues that, by definition, power sharing promotes the opposite mechanisms: "opportunity hoarding," "category formation," and "certification." The operation of these three mechanisms leads to vicious cycles of conflict and democratic breakdown. The dissertation traces the operation of these three mechanisms focusing on two nested clusters of "groups" since the early 1990s: North/Middle Belt/Jasawa in Nigeria and Muslim/Shi'a/Alawi in Lebanon. Based on this examination of Nigeria and Lebanon, the dissertation argues that "group representation" regimes will lead to cycles of conflict and democratic breakdown and should not be viewed as a conflict panacea.

    EVANESCENT HAPPINESS: OTTOMAN JEWS ENCOUNTER MODERNITY, THE CASE OF LEA MITRANI AND JOSEPH NIEGO (1863-1923)

    The thesis aims to be a collective biography of Joseph Niego and Lea Mitrani, two Ottoman Jews, whose lives would span a sixty-year period of profound changes for Ottoman Jewry. Born in Edirne, Joseph and Lea were educated in the schools of the Alliance Israélite Universelle. Subsequently, they were sent to Paris in order to be trained as teachers and be sent back to help "regenerate" "Oriental" Jews through a Western- style education. After their marriage, Joseph was appointed director of the agricultural school "Mikveh Israel," established by the Alliance in the outskirts of Jaffa, where the family would spend twelve years. Their time in an agricultural school and contact with Zionism and the Jewish pioneers in late nineteenth-century Palestine would define their lives as a married couple and as Jews in the vortex of modernization and nationalisms. While Joseph would thrive professionally, Lea would gradually lose control of her life.

    Alternatives to punishment: Counterterrorism strategies in Algeria

    Rational choice theory has been one of the key theories used to explain the effectiveness of counterterrorism policies (Dugan, LaFree & Piquero, 2005; Enders & Sandler, 1993; 2003; Frey, 2004; LaFree, Dugan & Korte, 2009). These investigations have examined policies focused on increasing the costs of committing political violence, such as criminalization, increased police presence, and government strikes. However, few investigations have looked at policies that increase the benefits of not committing political violence such as negotiations and amnesties. In this study, I investigate the effectiveness of counterterrorism policies that seek to increase the benefits of not committing terrorism. I use Algeria as a case study and examine three counterterrorism policies between 1994 and 2004. One of the policies is a traditionally deterrent policy that increases the consequences of committing terrorism while the two other policies represent alternatively deterrent policies that increase the benefits of not committing terrorism. To analyze these policies, I use ARIMA modeling (N=120 months) and the Global Terrorism Database to determine whether each policy led to a significant change in overall attacks and the proportion of fatal attacks. While researchers have found mixed results when studying the effectives of traditional deterrence counterterrorist measures (Dugan, LaFree & Piquero; Enders & Sandler, 1993; Enders, Sandler & Cauley, 1990; LaFree, Dugan & Korte, 2009), I found that the Civil Concord Act, an amnesty program, as well as the Rome Platform, a negotiation policy, were related to a significant reduction in terrorism in Algeria.
