Item Greenvale in East Riverdale - Urbanism inspired by Sustainable Community Acion(2021) Venkitaraman, Bhavishya; Noonan, Peter; Architecture; Digital Repository at the University of Maryland; University of Maryland (College Park, Md.)Greenvale, situated in East Riverdale is an Agrihood designed around three main ideas – community, sustainability, and wellness. This mixed-use development aims at creating an environmentally friendly neighborhood that remains relevant through ensuing climate change. The development seeks to bring equitable housing to the area in a manner that will incorporate economic growth in the form of jobs and affordable rents for its residents. It further seeks to preserve and enhance the existing diverse community through inclusive zoning, educational opportunities, and cultural programming. Through carbon reduction, storm water management, heat island mitigation and urban farming, the neighborhood models a contemporary method of incorporating mixed use developments in transit-oriented zones, giving the residents access to public modes of transportation, and connecting them across the DMV area. This thesis looks at how urban agricultural techniques might play a role in mitigating gentrification, while providing affordable and equitable housing, addressing climatic environmental change, considering integrated economic opportunities for communities facing displacement in the area and looks to model a seedling of change through the proposed development.Item Are Houston's Land Use Relationships Unique?(2021) Dorney, Christopher Leh; Knaap, Gerrit J; Urban and Regional Planning and Design; Digital Repository at the University of Maryland; University of Maryland (College Park, Md.)The city of Houston, Texas has been at the heart of a long-running debate in the United States on government’s proper role in the land development process. As the only large American city that never adopted a city-wide zoning ordinance, Houston is often cited as an example for why more or less government planning is needed. Some authors claim that Houston is an outlier when it comes to land use relationships, with strange land use juxtapositions quite prevalent. Other authors argue that zoning is largely redundant to market forces and that Houston’s land use relationships are not all that different from zoned cities. The purpose of this study is to inform this ongoing debate by undertaking a quantitative analysis of land use relationships across large American cities to determine if Houston’s are distinctive. The study develops several metrics to quantify land use relationships and uses principal component analysis to determine if Houston is an outlier. The findings indicate that Houston’s land use relationships are not substantially different from those of zoned cities.Item Landsat-based operational wheat area estimation model for Punjab, Pakistan(2018) Khan, Ahmad; Hansen, Matthew C.; Geography; Digital Repository at the University of Maryland; University of Maryland (College Park, Md.)Wheat in Punjab province of Pakistan is grown during the Rabi (winter) season within a heterogeneous smallholder agricultural system subject to a range of pressures including water scarcity, climate change and variability, and management practices. Punjab is the breadbasket of Pakistan, representing over 70% of national wheat production. Timely estimation of cultivated wheat area can serve to inform decision-making in managing harvests with regard to markets and food security. The current wheat area and yield reporting system, operated by the Punjab Crop Reporting Service (CRS) delivers crop forecasts several months after harvest. The delayed production data cannot contribute to in-season decision support systems. There is a need for an alternative cost-effective, efficient and timely approach on producing wheat area estimates, in ensuring food security for the millions of people in Pakistan. Landsat data, medium spatial and temporal resolutions, offer a data source for characterizing wheat in smallholder agriculture landscapes. This dissertation presents methods for operational mapping of wheat cultivate area using within growing season Landsat time-series data. In addition to maps of wheat cover in Punjab, probability-based samples of in-situ reference data were allocated using the map as a stratifier. A two-stage probability based cluster field sample was used to estimate area and assess map accuracies. The before-harvest wheat area estimates from field-based sampling and Landsat map were found to be comparable to official post-harvest data produced by the CRS Punjab. This research concluded that Landsat medium resolution data has sufficient spatial and temporal coverage for successful wall-to-wall mapping of wheat in Punjab’s smallholder agricultural system. Freely available coarse and medium spatial resolution satellite data such as MODIS and Landsat perform well in characterizing industrial cropping systems; commercial high spatial resolution satellite data are often advocated as an alternative for characterizing fine-scale land tenure agricultural systems such as that found in Punjab. Commercial 5 m spatial resolution RapidEye data from the peak of the winter wheat growing season were used as sub-pixel training data in mapping wheat with the growing season free 30 m Landsat time series data from the 2014-15 growing season. The use of RapidEye to calibrate mapping algorithms did not produce significantly higher overall accuracies ( ± standard error) compared to traditional whole pixel training of Landsat-based 30 m data. Continuous wheat mapping yielded an overall accuracy of 88% (SE = ±4%) in comparison to 87% (SE = ±4%) for categorical wheat mapping, leading to the finding that sub-pixel training data are not required for winter wheat mapping in Punjab. Given sufficient expertise in supervised classification model calibration, freely available Landsat data are sufficient for crop mapping in the fine-scale land tenure system of Punjab. For winter wheat mapping in Punjab and other similar landscapes, training data for supervised classification may be collected directly from Landsat images with probability based stratified random sampling as reference data without the need for high-resolution reference imagery. The research concluded by exploring the use of automated models in wheat area mapping and area estimation using growing season Landsat time-series data. The automated classification tree model resulted in wheat / not wheat maps with comparable accuracies compared to results achieved with traditional manual training. In estimating area, automated wheat maps from previous growing seasons can serve as a stratifier in the allocation of current season in-situ reference data, and current growing season maps can serve as an auxiliary variable in model-assisted area estimation procedures. The research demonstrated operational implementation of robust automated mapping in generating timely, accurate, and precise wheat area estimates. Such information is a critical input to policy decisions, and can help to ensure appropriate post-harvest grain management to address situations arising from surpluses or shortages in crop production.Item A Micro-Level Examination of the Impact of Rail Transit Investments on the Patterns of Firm Dynamics(2018) Saeed, Basheer A.; Iseki, Hiroyuki; Urban and Regional Planning and Design; Digital Repository at the University of Maryland; University of Maryland (College Park, Md.)Transit-oriented development has been increasingly implemented at stations of both existing and new fixed transit systems across the U.S. to stimulate local economy and create livable communities. A common belief among planners in favor of transit-oriented development is that the provision of passenger rail systems promotes urban development around rail stations. There is a lack of empirical evidence, however, that supports this presumption. To address the gap in relevant literature, this dissertation examines the impact of passenger rail stations on the four different patterns of firm dynamics in the State of Maryland—firm birth and inward relocation as positive impacts, and firm closure and outward relocation as negative impacts. This dissertation uses both standard and propensity-score-weighted negative binomial regression methods to analyze the dependent variables of firm dynamics constructed from the National Establishment Time Series (NETS) panel data of the State of Maryland from 1990 to 2010. By examining both positive and negative impacts of firm dynamics, this dissertation estimates the likelihood of firm retainment and net relocation for areas in proximity of the passenger rail stations, while controlling for a number of potentially confounding factors. Positive and statistically significant relationships are found between proximity to the passenger rail stations and the rates of firm births and inward relocating firms in Maryland, regardless of differences in the level of maturity of stations. From 1990 to 2010, the areas of passenger rail stations in Maryland experienced a wide range of rates of growth in firm density, depending on the year of station opening. The results of the four different patterns of firm dynamics suggest that areas near passenger rail stations gain belated economic benefits, well after the introduction of rail stations, shown by higher likelihood of firm retainment and net relocation around the mature rail stations opened before 1990. In comparison, areas near the less mature stations that opened after 1990 had predominantly lower likelihood of firm retainment and net firm relocation. Planners and policymakers should be proactive in directing development near rail stations by adopting a variety of measures and policies that support or at least consistent with transit-oriented development.Item A Spatial-Temporal Analysis of Wetland Loss and Section 404 Permitting on the Delmarva Peninsula from 1980 to to 2010(2017) Stubbs, Quentin A.; Yeo, In-Young; Geography; Digital Repository at the University of Maryland; University of Maryland (College Park, Md.)Geospatial approaches for wetland change analyses have emphasized the evaluation of landscape change on a local level, but have often neglected to examine and integrate regional trends and patterns of land use and land cover change as well as the impacts of wetland management policies. This study attempts to bridge the gaps by integrating a geospatial assessment of land cover change and a geostatistical analysis of the physical and anthropogenic drivers of wetland change. The aim is to demonstrate how urban development, conservation, and climate change policy decisions influenced wetland change trends and patterns on the Delmarva Peninsula from 1980 to 2010. Historical data on the nine counties on the Delmarva Peninsula illustrated the dynamism of population growth, sprawl, and different wetland management strategies. Data sets from the National Oceanic and Atmospheric Administration, the Chesapeake Bay Program, the U.S. Army Corps of Engineers, the U.S. Fish and Wildlife Service, and the U.S. Census Bureau, and other sources were gathered and assessed. A land cover database was developed and analyzed using geospatial techniques, such as cross tabulation matrices and hot spot density analyses, in order to quantify and locate land cover change between 1984 and 2010. The results highlighted that anthropogenic drivers such as urbanization and agriculture were associated with the loss of wetlands in coastal areas as well as in upland, forested, suburban areas that were at low risk to flooding, but required deforestation in order to expand residential and commercial development. The greatest quantity and percentage of loss occurred between 1992 and 2001, and it was likely the result of increases in tourism and suburban sprawl (e.g., the Housing Boom and roadway expansion). The majority of wetland loss tapered off in 2000, except on coastal areas suffering from sea level rise and shoreline erosion. The results also reinforced the need to address the negative impacts from certain activities related to agriculture and silviculture, which are exempt from Section 404 of the Clean Water Act, have on wetlands. Physical drivers and processes like inundation from sea level rise and soil erosion from surface runoff force communities to simultaneously adapt to multiple drivers of wetland loss and alteration. This study supports the hypothesis that an increase in development and wetland permitting indicates an increased a risk of wetland loss. In the end, the study demonstrates that geostatistical modelling techniques can be used to predict wetland loss, and that model performance and accuracy can be improved by reducing the multicollinearity of independent variables. Planners and policymakers can use these models to better understand the wetland locations that are at greatest risk to loss, as well as the drivers and landscape conditions that have the greatest influence on the probability of wetland loss.Item Designing Happiness: Architecture and urban design for joy and well-being(2016) Habtour, Rebecca; Simon, Madlen; Architecture; Digital Repository at the University of Maryland; University of Maryland (College Park, Md.)Scientific studies exploring the environmental and experiential elements that help boost human happiness have become a significant and expanding body of work. Some urban designers, architects and planners are looking to apply this knowledge through policy decisions and design, but there is a great deal of room for further study and exploration. This paper looks at definitions of happiness and happiness measurements used in research. The paper goes on to introduce six environmental factors identified in a literature review that have design implications relating to happiness: Nature, Light, Surprise, Access, Identity, and Sociality. Architectural precedents are examined and design strategies are proposed for each factor, which are then applied to a test case site and building in Baltimore, Maryland. It is anticipated that these factors and strategies will be useful to architects, urban designers and planners as they endeavor to design positive user experiences and set city shaping policy.Item Urban Catalyst: Continuing the Legacy of Massachusetts Avenue(2016) Englehart, Samuel; Noonan, Peter; Architecture; Digital Repository at the University of Maryland; University of Maryland (College Park, Md.)This thesis proposes a reconnection of Massachusetts Avenue to the Anacostia River waterfront in Washington, DC. An intervention at the site of Reservation 13 will reconcile a difficult urban edge and reunite the neighborhood of Lincoln Park with the river. It also addresses the discontinuity of the avenue to the southeast and proposes the development of a bridge between the Western bank and ultimately Randle Circle. Along this reconciled corridor will be a series of architectural interventions that serve to promote community involvement. Ultimately this thesis is about generating an urban continuity and the cultural vibrancy and understanding that such a connection would foster.Item SHIFTING SCALES, ADJUSTING LENSES: A FRAMEWORK FOR INVESTIGATING BALTIMORE’S URBAN VACANCY(2016) Mohamed, Amina Ibrahim; Chanse, Victoria; Plant Science and Landscape Architecture (PSLA); Digital Repository at the University of Maryland; University of Maryland (College Park, Md.)This thesis addresses contemporary gaps of vacancy within literature by using qualitative and quantitative methods and tools to determine the quantity, location, and interspatial relationships of vacant buildings and lots located in Baltimore Maryland. Spatial analyses were conducted to answer three questions of vacancy: 1) how many vacant lots and buildings exist, 2) whether there are spatial patterns of vacancy, such as clustering around geographic locations or within watersheds, and 3) how to prioritize intervention opportunities that respond to the city's larger issues? Using the city’s vacant lot and building data-sets, two concepts emerged from these investigations. First, Utilized Landscapes as a classification system that identifies lands that serve a function but have un-traditional qualities that make them susceptible to being labeled “vacant.” Second, the development of Transitional Zones, geographical areas with a high density of vacant buildings or lots that should be prioritized.Item The lands along the upper St. Lawrence: Canadian-American development during the nineteenth century(1953) Jackson, W.
