Item Larrons En Foire: Perceptions and Changing Strategies in Russia and Britain durring the Balkan Crises(2023) Trombley, Josiah D; Dolbilov, Mikhail; History; Digital Repository at the University of Maryland; University of Maryland (College Park, Md.)With a contemporary diplomatic crisis between Russia and the West heating up due to the Russo-Ukrainian War, this thesis looks at an often undervalued Nineteenth Century crisis that offers lessons for the ongoing political situation. This thesis argues that, instead of merely being a starting point for many polities in Southern Europe, the Balkan Crisis of 1876-1878 and the subsequent Treaty of Berlin are not only important for Balkan and Ottoman history, but also provides a crucial window into how a crisis could lead to changes in governing and national ideologies. Crucially, this thesis argues that despite the Russian government’s lack of representative bodies, and the British government’s own incredibly limited electorate, the perception of popular support at home for the Balkan peoples abroad altered the way in which leaders of both empires made diplomatic decisions throughout the Balkan Crises. Furthermore, this public sentiment, in this case support for Balkan nationalism and pan-nationalism, became part of an enduring legacy in the political spheres of both St. Petersburg and London.Item Between Nation and State: Albanian Associations from Ottoman Origins to a Communist Party, 1880 - 1945(2016) Mitrojorgji, Lejnar; Lampe, John R; History; Digital Repository at the University of Maryland; University of Maryland (College Park, Md.)This dissertation addresses the broader antecedents of the Communist Party of Albania (CPA) as one of a number of associations whose experience was central to Albanian political history. This long experience dates back to the informal national associations formed in the Ottoman Empire of the late nineteenth century. The dissertation examines the role of these associations which, pursuing language rights and political representation through imperial state reforms, set a pattern that struggled to connect nation and state, rather than asserting the territorial demands for a nation-state familiar across the region. Starting out in the Ottoman Empire, but then maturing in the Albanian diaspora in Romania, Bulgaria, Egypt and the United States, this dissertation shows politically significant processes of longer-term adaptation that created informal associations as institutional structures able to channel collective action. It then traces the reframing of these patterns through their destruction in the Balkan Wars and the First World War to the emergence of communist associations in the interwar period and beyond. This dissertation is a sustained study that traces long-term Ottoman imperial political legacies in the Albanian successor state. The story of the associations, based on hitherto unexamined archival documents, shows that the Albanians possessed a far greater capacity for political mobilization that previously acknowledged by historians. Moreover, the dissertation successfully challenges the conventional wisdom that portrays the Albanians as irreparably divided along sectarian and regional faultlines. It finds that Albanian national activism was civic in character rather than ethnic as elsewhere in the Balkans. The Albanians fought to remain within a multinational framework because this afforded them political security, social advancement and potential economic growth. In the late Ottoman period, this political objective was manifested in the acceptance of the supranational imperial order whereas during the Second World War, in the aspiration to become members of the Comintern internationalist movement. Another important find, is the newly-discovered evidence concerning the founding of the CPA and its wartime conduct as an organization created and led by the Albanians themselves, albeit with Yugoslav ideological assistance under the transnational umbrella of the Comintern.Item MYTH, IDENTITY AND CONFLICT: A COMPARATIVE ANALYSIS OF ROMANIAN AND SERBIAN TEXTBOOKS(2009) Dutceac Segesten, Anamaria Georgiana; Tismaneanu, Vladimir; Government and Politics; Digital Repository at the University of Maryland; University of Maryland (College Park, Md.)The study compares two cases of ethnically diverse societies sharing a substantial set of characteristics but where inter-group relations developed in two opposite directions. In Serbia the entire decade of the 1990s was witness to widespread violence, first in the wars of Yugoslav secession (1991-1996) and later in the conflict over the status of the Kosovo region (1998-1999). In Romania, despite one eruption of interethnic violence in March 1990, there have been no further clashes between Romanians and Hungarians, even if a latent suspicion continued to be verbally manifested between these two communities. By comparing these cases, the possibility opens to verify the impact of taught history on the representations of self and others and, from this premise, to examine its influence on the potential for peaceful or conflictual ethnic relations. The questions asked are: Is myth, as identified in secondary literature in other areas (literature, media, and political discourse) present in the history textbooks of Romania and Serbia? If myths are to be found in history schoolbooks, are there differences in the ways these myths define the in-group and the relationship with the Other between a country that experienced interethnic conflict and a country that did not? The working hypothesis based upon the existing literature is simple: in multiethnic societies, history textbooks reflect the elite's, especially state elite's, interpretation of the past and outline the acceptable/ desirable representations of the dominant ethnic group and of the diverse Others with whom this group interacts. If the history and the self image of the dominant group are presented in a manner that highlights the differences and the uneven distribution of power between the dominant and the minority ethnic group(s), the possibility of domestic tensions increases and, if other conditions are present, there is even a rise in violent civil war along ethnic lines. The study finds that myths are present in the post-communist history textbooks of Romania and Serbia, both in their visual content and in their text. Despite expectations to the contrary, however, the differences in the types of myth used in a conflict case (Serbia) and in a non-conflict case (Romania) are small, thus disputing the importance awarded to history education in preventing or alleviating conflicts.
