Bob Herbert Op-Ed column on blacks afflicted by illness caused by environmental dumping in places like Anniston, Alabama, where chemical plant produced thousands of pounds of PCB for years; residents of poor, black neighborhood were found to have highest concentrations of PCB's in blood of anyone ever tested; charges that systematic placement of hazardous facilities in black areas is nothing less than unconscionable extension of Jim Crow policies
